Upon switching to version 3, I now receive errors when & is included as part of an href source in anchor tags in captions.

I think you mean when & is included. The escaped & syntax should be fine.

I've heard this mentioned before but I honestly don't understand it. I get the same caption behaviour in v2 and v3. A raw "&" char in my caption always fails if the page is served as application/xhtml+xml content type but browsers allow it for text/html. In all cases quotes have to be encoded to " or else the browser can't parse the link attributes.

The parsing referred above to is done by the browser, not by floatbox. Floatbox expects that html in the caption string will be escaped with < > & " entered as &lt; &gt; &amp; &quot;. While this expectation likely won't change, I would be interested to see an example caption that behaves differently between v2 and v3 so I could better understand what's going on.
